Engineering leadership, without the full-time overhead.
I'm Allan Mukhwana — a Venture Architect and Fractional CTO who has spent 13+ years building and scaling technology for startups, humanitarian organizations, and enterprises across Africa and beyond. I step in as your technical co-founder, architecture lead, or engineering manager — for exactly as long as you need me, and not a day longer.
Who This Is For
You need senior engineering judgment, but you don't need — or can't yet afford — a full-time CTO. That's the gap I fill.
I typically work with:
- Pre-seed to Series A startups who need technical architecture decided right the first time — before bad decisions get baked into the codebase
- Non-profits & humanitarian organizations who need production-grade systems (not "good enough for an NGO" systems) on tight budgets and tighter deadlines
- Founders raising capital who need a technical co-founder or CTO-for-hire to satisfy investor due diligence
- Existing engineering teams who need an outside senior voice to unblock architecture decisions, review code quality, or mentor junior developers
- Investors & acquirers who need independent technical due diligence before writing a check or closing a deal
What I Actually Do
1. Fractional CTO
I embed with your team part-time — typically 10–20 hours/week — owning technical strategy, architecture decisions, engineering hiring, and delivery oversight. You get senior leadership without the $180K+/year full-time salary commitment.
Includes:
- Technical roadmap & architecture planning
- Engineering team hiring, structuring, and management
- Sprint/delivery oversight and accountability
- Vendor & tooling decisions (cloud, infra, third-party APIs)
- Direct investor/board technical reporting
2. Full-Stack Development & Systems Architecture
When you need hands-on building, not just strategy — I write production code. Python, Node.js, React, cloud infrastructure, API integrations, and AI/LLM implementation.
Includes:
- MVP development (0 → 1)
- Legacy system modernization
- API integrations (payment gateways, M-Pesa, telecom/IVR systems, third-party services)
- Cloud architecture & DevOps (AWS, GCP, CI/CD pipelines)
- AI/LLM integration into existing products
3. Technical Due Diligence
For investors, acquirers, or board members who need an honest, independent read on a startup's technology before money changes hands.
Includes:
- Codebase quality & scalability audit
- Architecture risk assessment
- Engineering team capability review
- Security & data-handling review
- Written report + verbal debrief for your investment committee
4. Technical Advisory / Retainer
Lower-commitment than fractional CTO — a standing relationship where I'm available for architecture reviews, hiring interviews, and "should we build this or not" conversations, billed monthly or per-engagement.
Why Me
I've built technology where the stakes were real — not hypothetical.
- Built IVR and data systems deployed in Kakuma Refugee Camp with UNHCR/FilmAid, where connectivity and infrastructure constraints make "just use the cloud" not an option
- Delivered technical solutions for Care International, Red Cross, and Kenya's Ministry of Health — environments where system failure has real human cost
- Worked across Microsoft 4Afrika and Dropbox ecosystems, bridging global tech standards with local implementation realities
- Founded and built Statheros Ventures and Kenoobi Group Limited, giving me the founder's perspective — I've made the payroll-vs-feature tradeoff decisions myself, not just advised on them
- 13+ years shipping production systems — not slideware, not "vision decks" — real, load-bearing code
"Most technical advisors have either only built startups, or only built enterprise systems. I've done both — and humanitarian-scale systems where there's no VC money to paper over bad engineering."
How Engagements Work
Simple 4-step process:
- Discovery Call (free, 30 min) — I learn your technical situation, stage, and constraints
- Scoping — I recommend the right engagement type (fractional CTO / project / advisory / due diligence) and propose scope + pricing
- Engagement — We work together on a defined cadence (weekly check-ins, sprint reviews, async Slack/Notion access)
- Exit or Transition — Fractional engagements are designed to make themselves unnecessary over time — I help you hire and onboard your permanent technical leader when you're ready, and hand off cleanly
I'm not interested in creating dependency. My job is to leave your technology — and your team — stronger than I found it.
FAQ
How much does a fractional CTO cost?
Engagements are scoped to your stage and needs — typically far less than a full-time CTO hire, with no equity dilution required unless we agree that makes sense for both sides. Book a call for a specific quote.
Can you work with my existing engineering team, or do I need to not have one yet?
Both. I frequently work alongside existing developers — reviewing architecture, unblocking decisions, mentoring — as well as building teams from zero.
Do you take equity?
Sometimes, depending on stage and fit. This is discussed case-by-case during scoping.
Do you work with organizations outside Kenya/Africa?
Yes. I work with clients globally, with particular depth in African markets, humanitarian/NGO tech, and fintech.
What's the minimum engagement length?
Project work can be scoped as short as a few weeks. Fractional CTO retainers typically run 3+ months minimum for meaningful impact.
